Joel was the second son of William Boies and Mary Hamilton. He married Betsy Blair on October 24, 1871 in Rutland, Worcester County, Massachusetts.

Joel served in the Revolutionary War. He was a Pvt. in John Fergusons Company, in Col. Timothy Danielson's regiment from April 20, 1775 to April 19, 1775. He participated in the Lexington Alarm and also participate in the Battle of Bunker Hill.
