Mr. Webb was born October 14, 1938 in Joliet, Illinois, a son of Clarence Edward Webb and Pauline Webb Jourdan. He completed two years at Trident Technical College. He was a retired Senior Chief with the U.S.Navy, a Veteran of Vietnam and a life member of the V.F.W.
