Cicero C. Carter was born in Oct. 1876, the eldest child of Henry Kane Carter and Amanda Jane Taylor Carter in Pumpkin Valley, near Eidson (Hawkins County) TN. His father died 8 May 1882 and his mother was remarried to Ernest Fain 23 Feb. 1885. As a young man he married Victoria Fields of Speers Ferry, VA. and they had a little farm in Pumpkin Valley for several years. To this marriage a total of five children were born but three died in infancy or at birth:

James Charley Carter, b. 17 Dec. 1906, d. 11 March 1907.

Lincoln C. Carter, b. 14 Nov. 1907, d. 1 April 1977.

Kelly Carter, b. 25 Aug. 1909, d. 24 Oct. 1910.

Callie Mae Carter, b. 25 June 1911. (Cicero entered her name as Calley May in the family bible that still exists)

Infant son Carter, born and died during birth, 1913.

About 1911, Cicero, Victoria and the children relocated to Willow Shoals, KY where Cicero worked at a gravel crusher used to produce aggregate for the Lock & Dam #13 project on the Kentucky River and later for the railroad. Unfortunately, Victoria died in childbirth there in 1913 along with the youngest child that was a boy.

After this tragedy occurred, his mother Amanda J. Taylor Carter Fain and her youngest daughter, Dinah V. Fain (Cicero's half-sister) came up to Willow Shoals to help with the household and the children. In 1917, Cicero came down with an unknown illness and was taken to the hospital in Richmond, KY and had surgery. He was in there long enough for their neighbors to bring his son Lincoln and daughter Callie Mae to visit him in the hospital. Unfortunately, he died in that hospital and was buried back at Willow Shoals, KY beside his late wife Victoria and infant son. His younger brother Jack (Andrew Jackson Carter) came up to Willow Shoals to bring the family back to Pumpkin Valley. Cicero's mother Amanda then took his children into her home and raised them to adulthood.
