Daughter of Dorothy P. and Robert W. Peery, Frances grew up in Beverly, TN (a suburb of Knoxville). After the death of her younger sister (Little Dorothy) in 1918, she moved with her parents to New York City. She graduated from PS 69 Q. Shortly after graduation from high school, she moved with her parents to Chattanooga, TN where she graduated from the University of Chattanooge in 1934 with a major in Spanish.

After graduation, she moved to the Washington DC area Where she worked for the Americal Security and Trust Company, the Electric Home and Farm Authority, and the War Production Board.

In January of 1944, she met Army CPT Haworth Bromley. They were married on August 3 of that year. Moving to California of 1945, they returned to Alexandria, VA for the birth of their son, Haworth P. Bromley, in August of 1947.

Returning to work for the U. S. Government in 1961, she worked for the Department of Commerce until her retirement in 1976.
