Charles was an only child, born to Henry B. & Anna (Wotzka) Allen.

On 10 September 1921, Charles married Lydia Laura Roberts in Seattle; he was age 28, she was 19. Born in Granger, WA; Lydia was the youngest of six children (two daughters & four sons) born to Charles W. & Maud A. Roberts.

Charles served his country during World War-I as a private in the U.S. Army.
