Born 8 February 1883 in Dubuque, IA; William was the second of five children born to George & Sarah Elizabeth (Reno) Blanchard. He moved to Wisconsin in 1903.

On 27 October 1908, William John Blanchard married Emma M. Nemetz in Franklin (Township), WI; she was age 18, he was 25. Born 26 December 1889 at Tisch Mills, WI; Emma was the third of five children born to John J. & Anna (Rezacek) Nemetz.

Emma & William moved to Manitowoc in 1910 after living in Two Rivers, WI for the initial year of marriage. According to his obituary in Manitowoc Herald Times Reporter, "he was employed at Manitowoc Shipbuilding Inc., and Manitowoc Equipment Works, retiring when he was 73. He was a member of the Royal League." When he registered for the draft in 1918, he was listed as a shopman for Manitowoc Shipbuilding. William died of old age on 29 March 1973 in Manitowoc at age 90.
