Joel Grew up in the Fort Smith Area, and graduated from The University of Arkansas Fort Smith, then Fort Smith Junior College. He would go on to become a Lieutenant Colonel in the United States Army in Vietnam. Upon leaving the Military he returned to Fort Smith, and became the associate business director for the college, and then Director, and eventually was named President of Westark Community College. It was under Joel's Direction that in 1998 Westark Community College became Westark College, and in 2001 Westark College became the University of Arkansas At Fort Smith, and Joel became Chancellor. In all Joel had served as Executive of the School for 26 years until he passed away at the Mayo Clinic in Rochester Minnesota. Joel is buried with his wife Barbara Lynn Stubblefield in the Fort Smith National Cemetery.He was 67 when he passed away. "He led Fort Smith's main higher education campus for more than two decades. He served as president of Westark Community College from 1983 until it became part of the Universtiy of Arkansas system in 2002, and he became UA-Fort Smith's first chancellor."
