Arthur L. Welsh (Laibel Wellcher) a Jewish Russian immigrant,and an American Navy veteran, was the chief test pilot for Orville and Wilbur Wright. He was an early aviation pioneer highly respected for his bravery and skill as a pilot.

General Hap Arnold, Chief of the American Air command during World War II, wrote in his autobiography years later about Arthur Welsh, "He taught me everything I know, but he knew much more."

Welsh, along with Lt. Hazelhurst, were killed demonstrating the merits of the Wright Model C. aircraft for the U.S. Army at College Park, Md.

The aircraft crashed due to structural failure.
