Philip Anthony Cler (Sr.) was born December 5, 1874, in Vilsberg, a small community which is today in the canton and arrondissement of Sarrebourg, located in the Moselle département, in the Lorraine région of France. Vilsburg was included with the part of Moselle (mostly German-speaking) that went to the new country of Germany in 1871 at the end of the Franco-Prussian War, and became part of the province of Alsace-Lorraine in the German Empire. The area went back to being part of France 47 years later, after World War I.
