Jacob was born in Ohio to parents who were natives of Pennsylvania. Jacob married Mary Tope, and the couple farmed in Union Twp., Carroll Co., OH. They had at least 11 children: Levi, Jemima, William, Stephen, Jacob George, James Hiram, Amanda Parker, Jasper, Catherine, Mary F., and Ida F.

At age 44 Jacob joined the fight for the Union as a Private in Co. D., 145th Ohio Infantry (National Guard). He survived the war, and in 1870 the Allens had a 255 acre farm. In addition to keeping cattle, sheep, pigs and horses, they cultivated wheat, rye, Indian corn, oats and buckwheat.

On 30 August 1889 Jacob applied for a pension as an invalid, and died 5 years later.

"His obituary in the Carroll Chronicle, Carrollton, Ohio, Friday, February 9, 1894.

'Jacob Allen died Tuesday night after an illness of several weeks with paralysis. He lived alone with his aged widow on his farm in Union Township, surrounded with all the comforts and conveniences of life. He was quite well known all over Carroll County as a farmer and industrious and progressive man. He has two daughters living, Mrs. Andrew McCauley of Bowerston, and Mrs. Alex. Scott. Also six sons, Rev. Stephen T. Allen of Mt. Vernon, Dr. L. D. Allen of Amsterdam, J. W. Allen of Montana, and James E., William and Jacob of this county. The remains were interred at Mt. Pleasant yesterday at 10 o'clock. Deceased was a member of the I.O.O.F. of Carrollton and that lodge attended his funeral and conducted the exercise in accordance with a request made by the deceased. Rev. H. Hudson preached the sermon. Mr. Allen was 76 years, 3 months and 10 days old.'"
