Known to his family and friends as "Billy", he was the youngest son of Lucius and Murl (Moore) Phillips. Altough physically challenged all his life, Uncle Bill was a friend and pal of all his nieces and nephews and was loved by all of us. He enjoyed country music and having fun doing all sorts of things with us. He was the Brother of Eddie, Orville, Bob, Dale and Erma & Audrey Phillips.
