Morgan graduated from the US Naval Academy, Class of 1933, and began his naval service on the Battleship, USS Nevada. On 7 Dec 1941, he was on the cruiser USS Louisville, and participated in the first naval raid on the Marshall Islands. From 1943 to 1945, he commanded the destroyer USS Erben, receiving the Bronze Star with V Device for actions in the Philippines and Marianas. He was Naval Attache at the American Embassy in Shanghai, China, in 1947-1949, when the Communists seized the city. Later, he commanded Escort Squadron Eight, and was Deputy Chief of Staff to Carrier Division 14. His favorite assignment was as Commander of the heavy cruiser USS Des Moines. During that time, he hosted President Dwight Eisenhower on a four day cruise. He retired in 1963 as a Captain, US Navy. He had a fondness for art (he was always drawing) and Ancient History, after retirement, he taught at the University of Maryland. After his second retirement from the UM, he worked for the Historical Committee for Annapolis, the Sons of the American Revolution, and the Military Order of the World Wars. He was never married.
