Cecil was born in Decatur, the son of James Aaron and Harriet Louise Hall Scroggins. Retired Teamsters truck driver. He married Menervia Pauline Scroggins Dec. 17, 1945, in Decatur.

Survived by his wife; four sons and one daughter; 22 grandchildren. Preceded in death by his parents, 11 brothers and sisters, son Robert and three great-grandchildren.
