Charles was the son of John Woodward Kern and Emma Cecelia Nicewarner. He was a member of the Virginia National Guard from about 1924 to March of 1925. He was a drummer for the "Virginia Serenaders" of Frederick County, Virginia.
Charles married Elizabeth Mills in Winchester, Virginia, in June 1928. The newlyweds moved to Washington, DC, where Charles worked as a zookeeper at the National Zoo until about 1947.
