The son of Benjamin Pfeifer & Mary "Polly" (Plank) Herr, in 1860 he was a farmer presumably living in or near Cumberland Township, Adams County, Pennsylvania, although he is not found in that census. He stood 5' 5" tall and had light hair and blue eyes.

A Civil War veteran, he enlisted in Gettysburg August 7, 1862, and mustered into federal service at Harrisburg August 16 as a private with Co. B, 138th Pennsylvania Infantry. Shot in the chest during the 3rd battle of Winchester on September 19, 1864, he was initially hospitalized at Frederick, Maryland, until ca. March 1865 when he transferred to 6th Corps U.S. Hospital at City Point, Virginia. He honorably discharged June 23, 1865

He married Mary Jane Hoffman and fathered Alice Susan (b. 09/11/68 - married George W. Bollinger), Mary M. (b. @1871), John B. (b. @1872), Sallie A. (b. @1874), Ephraim Franklin Jr. (b.04/16/75), Nettie May (b. 01/06/79 - married Luther Hawk), Anna E. (b. 12/15/82 - married John I. Ohler), and Charles E. (b. 02/04/92)/ From 1880 through 1910, he was living in Highland Township, Adams County, but died in Gettysburg from "chronic interstitial nephritis" with "chronic myocardia" a contributing factor.
