Brigadier General Frank B. Elliott was born in Washington, D.C., in 1917. He graduated from Lehigh University in Bethlehem, Pa., with a degree in chemical engineering in 1940.

General Elliott entered the service in 1940 as a flying cadet. He served on combat duty with the Eighth Air Force from 1943 to 1945 and, after returning from overseas, was assigned duty in research and analysis at the Pentagon.

Following an assignment with the U.S. Air Forces in Europe from 1951 to 1954, he was assigned to the Office of the Secretary of Defense. He was responsible for base rights negotiations and was on the planning staff. His position took him to nearly every country of the world.

General Elliott holds a master's degree from Harvard University Business School. He is a command pilot, qualified in B-52 and KC-135 type aircraft.

He assumed command of the 2d Bombardment Wing (Heavy) at Barksdale Air Force Base, La., Jan. 15, 1962. Prior to that, he had been assigned to Sheppard Air Force Base, Texas. where he commanded the 4245th Strategic Wing.

General Elliott assumed command of the 45th Air Division, with headquarters at Loring Air Force Base, Maine, May 4, 1964. In his present capacity as division commander, General Elliott monitors the control of the 42d Bombardment Wing (Heavy) (Strategic Air Command), at Loring; the 4081st Strategic Wing at Harmon Air Force Base, Newfoundland, and the 4082d Strategic Wing at Goose Air Base, Labrador.
