Elder was appointed an Indian agent by President Abraham Lincoln to recruit Indian Nations to serve on the Union side during the Civil War. He was Lieutenant Governor of Kansas in 1870; served on the first Franklin County Board of Commissioners, and was an Ottawa Mayor. He was a key supporter in the building of the first railroad to Ottawa and founded the Ottawa Times newspaper. His home is located at 540 South Elm, Ottawa, Kansas.
