Cecil was born on March 14, 1923 in Concrete, WA to Daniel and Henrietta (Phillips) Dillard.
He was preceded in death by his parents, Daniel and Henrietta Dillard; brothers, Dan and John Dillard; sisters, Mary Dillard, June Wadsworth and Lil Brown.
He is survived by his wife, Joyce Dillard; daughter, Phyllis (Chuck) Fletcher; sons, David (Becky) Dillard, Darrell (Shelley) Dillard; as well as his grandchildren, great-grandchildren and numerous nieces and nephews.
The family would like to express their gratitude to the Birchview Memory Care Community, Mountain Glen Retirement Community and to Skagit Hospice for their loving care of Cecil.
A Memorial Service will be held on Saturday, January 16, 2010 at 3:00 PM at Kern Funeral Home, with a reception to follow in the Kern Social Room. A private family burial service held at the Forest Park Cemetery in Concrete.
Memorials may be made to Skagit Hospice Foundation (P.O. Box 1376, Mount Vernon, WA 98273) and Alzheimer's Association (12721 30th Ave. NE, Suite #101, Seattle, WA 98125).
