Minnesota Governor, US Senator, US Congressman. He was born in Henderson, New York and, like so many other Americans in the first half of the nineteenth century, moved with his family to the Midwest. They settled in Waukesha, Wisconsin, where he attended the local schools and Carroll College. He later transferred to the University of Michigan where he graduated in 1857. He continued his studies in law and began his legal practice in Waukesha in 1859. During the Civil War, he served as a First Lieutenant in Company B of the 28th Wisconsin Volunteer Infantry. He was promoted to Assistant Adjutant General and was assigned to the staff of General Willis A. Gorman. He resigned his commision in 1864 due to ill health caused by an attack of typhoid fever. Following the war, he moved to St. Paul, Minnesota, where he set up his law practice. In 1867 he was elected to the Minnesota House of Representatives. President Andrew Johnson appointed him United States Attorney for Minnesota in 1868 serving until 1873. In 1874 he was elected Governor of Minnesota and in 1886 he was elected to the United States Senate where he served nearly three terms. President William McKinley named him to the special Commission which met in Paris in September 1898 to arrange the peace treaty ending the Spanish-America War. He died in office while visiting St. Paul. He was orginially interred in Oakland Cemetery in St. Paul, he was reinterred in Arlington National Cemetery in 1901. His grave in Arlington is marked by a bronze bust of himself atop a granite column. On the front of the column is a bas-relief depicting him in attendance at the historic Paris Peace Conference.
