Jess served as a Second Lieutenant and Co-pilot on B-17G #43-38551, 334th Bomber Squadron, 95th Bomber Group, U.S. Army Air Force during World War II.

He resided in Pacific County, Washington prior to the war.

He enlisted in the Army Air Corps on December 23, 1941 in Los Angeles, California. He was noted, at the time of his enlistment, as being employed as a Driver and also as Single, without dependents.

B-17G #43-38551 took off, with a crew of 9, from Station 119, England on a bombing mission over Cologne, Germany. Near the target they were involved in a collision with B-17G #43-38968 due to poor visibility caused by the weather and crashed near Hintermulen, West of Westerburg, Germany. The entire crew was lost.

Both B-17 basically disintegrated after the collision and no chutes were seen although observers report it was impossible to have seen a chute because of weather conditions.

Jess was "Killed In Action" in this collision during the war.

He was awarded the Air Medal and the Purple Heart.

Lt. Jess Wisner, son of Mr. and Mrs. I.H. Wisner, Raymond, and nephew of Sheriff and Mrs. Mike Kilgore, Montesano, has been reported as missing in action February 6, while acting as a co-pilot of a B-17 Flying Fortress of the 95th Bombardment group, while on a mission over Germany.

Wisner was awarded his second Oak Leaf cluster in January, for "meritorious achievement" while participating in bombing attacks on vital German industrial targets and on Nazi Airfields, supply dumps and gun enplacements, supporting Allied ground forces on the continent.

Lt. Wisner's Bombardment group was on of the first to lead the attack on targets in Germany.
