He graduated from Norwich University and was an attorney, executive of the Vermont Marble Company, and President of the Proctor Trust Company, businesses owned by the Proctor family, four of whose members served as Governor of Vermont. A Republican, Williams was Secretary of Civil and Military Affairs (chief aide) to Governor Fletcher D. Proctor from 1906 to 1908. He served in the Vermont House of Representatives from 1917 to 1919, and in the Vermont Senate from 1921 to 1923. He returned to the Vermont House from 1929 to 1931 and served as Speaker. In 1930 he was elected Lieutenant Governor and served one term, 1931 to 1933. In 1934 he was an unsuccessful candidate for the Republican gubernatorial nomination. He was a Delegate to the 1944 Republican national convention. Williams was a Trustee of Norwich University, Camp Thorpe, a facility for physically challenged children, and Vermont Academy, a high school in Saxtons River.
