On August 31, 1947 he married Shirley Nethken from Ruston, La. They had four children, Keith M. Welch of Shreveport, La, Karen W. Thompson of Jasper, Al., Kevin R. Welch, of West Monroe and Kristin W. Wall of Baton Rouge, La
Roy was a graduate of La Tech University with a degree in Music Education. He later received his masters and specialist degrees from Columbia University, in New York. He devoted his entire career to the field of education in Louisiana. He began his career as band director in Gueydon, La, later as band director and principal of LaSalle High in Olla, La., State Supervisor of Music in the State Deptartment of Education in Baton Rouge, La, and last he retired as Superintendent of Education of LaSalle Parish in Jena, La. He retired in 1973.
Although he devoted his career to education, his true love was music. In each town that he lived he served as choir director. He was the choir director for Gueydon Baptist, First Baptist Church of Olla, University Baptist Church of Baton Rouge, First Baptist Church in Jena and last as director of Nolley Memorial Methodist Church. During WWII he served in the US Army Air Corp Band. He also helped organize and direct the God and Country Rally held in July for many years in Jena, La.
At his end of life celebration service his cousin Nelda Russell Tarver stated "One thing you can say about Roy was that he was a teacher. He knew how to motivate people, he taught me that music is the universal language." His favorite verse from the bible was Isaiah 40:31 "They that wait for the Lord shall renew their strength, they shall mount up with wings as eagles; They shall run and not be weary: and they shall walk and not faint."
