He graduated from West Point in 1875 and was appointed a Second Lieutenant of Artillery. He studied at the Massachusetts Institute of Technology, from 1895 to 1896. During the Spanish-American War he served as a Lieutenant Colonel in the 5th Massachusetts Volunteers, first as Mustering Officer, and later as commander of the regiment's 1st Battalion. From 1908 to 1911 he served as Chief of the Militia Bureau, the first person to hold the position. From 1911 until his 1918 retirement Weaver was Chief of the Coast Artillery Corps.
