She was a daughter of the late Bert F. and Margaret Johnson Waddell.

Ms. Carter retired from the Greeneville City School System, where she taught for 33 years.

Zion Presbyterian Church had been her church since childhood.

Ms. Carter often attended Asbury United Methodist Church, where she was an active member of the Bobbie Pierce Study Group and the PEP Club.

She was a member of a number of local organizations including the Andrew Johnson Women's Club, Alpha Delta Kappa Educational Sorority, Greeneville-Greene County Retired Teachers Association, the Greene County Young Farmers and Homemakers Alumni Club, the Greeneville Hiking Club, and the Women of the Moose, and was treasurer of the Zion Family and Community Education club.

Her family noted, "Her favorite activity was volunteering at Laughlin Memorial Hospital. She loved meeting people and enjoyed traveling.

"She will remembered for her beautiful quilts and love of arts and crafts. Her ancestral farm home, Maple Grove, is a featured farm on the Northeast Tennessee Quilt Trail."

Survivors include her daughter and son-in-law: Janet (Carter) and W.A. "Bill" Smith of Gadsden, Ala.; a granddaughter: Jena A. Smith of Gadsden; a stepgranddaughter: Mrs. Joey (Jaclyn) Frontera of Atlanta, Ga.; a stepgreat-granddaughter: Grace Frontera of Atlanta; three sisters and a brother-in-law: Alice Waddell, Charlotte Armstrong, and Betty and Hilton Seay, all of Greeneville; a brother and sister-in-law: Frank and Terri Waddell of Greeneville; a number of special nieces and nephews and their spouses: Bridget and E. Grant Crum, Jinny and Mark Myers, Kathy and Dr. Clint Hill, Vicki Waddell, Diane Waddell, Ronnie and Ann Seay, Bertrum Seay, Scott and Kim Carter, Flint and Christy Carter, and Tommy and Angel Carter, all of the Greeneville area; several great-nieces and great-nephews; and special caregivers: Dr. Maynard Austin, Dr. A.K. Sen and the Mountain States Hospice Group, Christine St. John, Jackie Waites, and Margaret Berryhill.
