Daughter of Briggs Perry Tompkins and Nellie Marie Barrett. Married to Irving Prentice Emlott. They had no children. She had Alzheimers for several years prior to her passing. She would frequently talk that is was her turn to get the wood for the stove but she had her sister, Berma, get it. Berma had died as a child putting wood in the stove and Billie would keep remembering it.
