The son of Nathan A. Scott and Mary F. Coffee, Pelham was married to Anna. He was a sergeant with the Overland Police Department in northwest St. Louis County, Missouri.

Pelham was killed in the line of duty on 14 Oct 1949 in front of Overland City Hall when he shot while attempting to catch a fleeing prisoner. Pelham was taken to St. Louis County Hospital where he was pronounced dead on arrival.

At the time of his death, Pelham was 46 years, 1 month and 17 days old. He was buried on 17 Oct 1949 and was survived by his wife.
