The son of William Ruscoe, he married Johanna Corlet on November 11, 1645. In 1639/40 he was an original proprietor of Hartford & his home lot was purchased of Josua Gennings on what became Trumbull St. He signed the agreement for planting Norwalk on June 19, 1650, but he didn't go there. In Hartford, he was a surveyor of highways & townsman. He was away from home when he died in Haddam. His inventory taken on Aug. 18, 1673 totalled 304 pounds. His wife, Joanna and son Nathaniel were named as well as kinswoman, Mary Browne.
