Harold was born to Rev. William Harvey & Adele Cecelia Bigler Romig. Harold's father was a Moravian Church minister, and their sizeable family moved about the mid-west while Rev. Romig did home mission work. Harold had nine siblings, eight of whom survived to adulthood.

Rev. Romig retired and passed away in 1916 in Iowa. Adele moved her large brood to Madison, Wisconsin, where she finished raising her children.

Harold married on December 4, 1920 to Miss Frances Cartwright at Easton, PA. By this time Harold had his degree in Civil Engineering from Iowa State University, and the couple moved to Chicago, Ill where Harold worked for Standard Oil Co. The couple had no children, and Frances died in 1960.

On 8 March, 1961, Harold became the third husband of Loretta Rutherford (Literal) (Peters) in Imperial, California. The couple lived in Palm Springs, CA. Loretta survived him by 7 years. Harold never had children.
