She was born on December 31, 1926, in Lexington to parents Arthur Ross Lay and Mary (Tuihs) Lay, Lora was member of the First Baptist Church of Jarrell.
She is survived by her sons, Bobby Rhea and wife Debby of Llano, Donald and Keith Rhea both of Bend and Billy Rhea of Llano; daughter, Suzan Gibbs and husband Chuck of Llano; five grandchildren and two great-grandchildren and brother, Pete Lay of Giddings.
The received guests for a time of visitation on Thursday, January 3, at Cook-Walden Davis Funeral Home in Georgetown. Graveside services were held on Friday, January 4, at the I.O.O.F. Cemetery in Georgetown.
