Fletcher Dutton Proctor (1860-1911), a member of a family prominent in Vermont Republican politics, served as Governor of Vermont from 1906 to 1908. Proctor also served as Speaker of the Vermont House when Charles A. Plumley, Fletcher D. Plumley's father, was one of the Clerks of the House.
