He was a 1936 graduate of Lamoille Central Academy after which he attended Norwich University before serving in the U.S. Army from 1942 to 1945, achieving the rank of Captain. He was awarded the Bronze Star and Purple Heart while in combat in Northern France and Germany.

After working briefly for Vermont Asbestos Group upon his return home from WWII, he spent almost three decades as a Rural Carrier for the U.S. Postal Service in Hyde Park.
Carroll served in many capacities for his town, including the Select Board from 1957-1966, the Board of Civil Authority, and the Hyde Park Historical Society for which he was a good source of local history.

He was a man of many interests and passions, including building and flying planes, the Civil Air Patrol, fishing, hunting, and restoring antique vehicles of all types, particularly Jeeps.

His first wife, Ruth Bullard Page, predeceased him in 1969. He was married to Connie Brown in 1970.

He is survived by Connie, his wife of forty years; his half sister, Martha Beach, and husband, Allen, of Washington, D.C., and their daughters, Anne, Lacey, and Carolyn; his nephew, Russel S. Page, III and wife, Cameron, of Stowe, and their children, Michael and Laura; his nephew, Stephen S. Page and wife, Deborah, of Williston, and their son, Morgan; as well as his friend, Bill Farnham of Johnson.
He was a loving and caring husband and loyal friend, beloved by all who knew him. He will be greatly missed.

A memorial service will be held at the Hyde Park Congregational Church on Thursday, Sept. 16, 2010 at 11 a.m. with a brief graveside ceremony to follow at the Jedediah Hyde Cemetery and a reception at the Governor's House B & B on Main Street in Hyde Park.
