US Navy Peacetime Congressional Medal of Honor Recipient. He entered the United States Navy at New York. He served as a Seaman. His citation reads "Serving on board the USS Powhatan at Norfolk, VA, 26 December 1872, Noil saved Boatswain J.C. Walton from drowning". He was buried under the name of "Joseph B. Noel" at Staint Elizabeth Hospital Cemetery, Washington, DC. (bio by: Don Morfe)
