She was the daughter of Private James Neville, Revolutionary War soldier, and his wife, Sarah Joice Blackburn.

She married Jacob Blacklidge in Lincoln, Kentucky on 30 Nov 1795. They were the parents of eight children: James B Blacklidge (1796-1849 memorial # 47293726); Kirkley Blacklidge (1798-?); John Blacklidge (1800-1878 memorial # 5053301); Charlotte Blacklidge (1800-?); Harvey J "Henry" Blacklidge (1802-1884 memorial # 41722019); Joel Blacklidge (1806-1847 memorial # 30653677); Drucilla B Blacklidge Gorden (1810-1851 memorial # 41754658); and Alvin Neville Blacklidge (1814-1885 memorial # 50533294).

Charlotte and Jacob moved to Pulaski County, Kentucky. Then, in 1811, they moved to Metamora, Franklin County, Indiana. In 1832, they moved for a short time to Rush County, but returned to Metamora, Franklin County, where they lived until they died.
