The daughter of Dr. Hiram S. Parmenter, Clara was born in Michigan. Hiram was a native of New York and worked as a physician in Morgan County, Indiana. He married Melissa Reilly there in 1865, but she died 2 years later. Only Clara was listed as living with Hiram on the 1870 census, although she was not listed with him on 1860 census.
Clara married John Charles Mitchell in Texarkana, Texas in 1876. He was a dentist, and they were the parents of 3 children and lived in Indiana.
The Mitchells' only son served in the military during World War I and was promoted to the rank of major.
At the time of her death, Clara was 68-years-old. She was preceded in death by her husband, John, who passed away in 1918; and 1 daughter, Mary, who died in 1913.
Clara was buried next to her husband at the Chattanooga National Cemetery.
