Shirley was the daughter of Merle Ralph Miller and Ethel Mae Ward Miller. She married Dr. Frank Schiltz of Decatur and was widowed in 1955. On July 29, 1958, Shirley married W. Dwight Billings in Laramie, Wyoming. He preceded her in death.
