The memorial honors the 54 submarines and crew members lost in World War II and the Cold War era. For each submarine honored there is a tree and a marker listing the name of the boat and the date lost. There is a monument containing these words, "These trees are dedicated to the memory of those United States Navy Submariners, who made the ultimate sacrifice, so that we may live in freedom. California Submarine Veterans, March 5, 2005."
