He was the oldest son of Polk and Minnie Medley. He was born at Cowan Barrens in Marion County. At age 20, he left Cozahome to attend high school in Marshall where he worked as a porter at the Bratton Hotel in Marshall to finance his high school education. He graduated in 1933 as salutatorian. He was editorial writer for the Marshall School newspaper and was awarded a ten-dollar prize as the outstanding student of the Marshall School Senior Class of 1933.
Cecil began his higher education at Arkansas Tech, where he was editor of the student newspaper. While at Tech he won the Arkansas Golden Gloves Boxing Championship and a state track championship for the one-mile event.
His career as an educator began as a teacher at a one-room schoolhouse at Elm Springs, near Cozahome. At Marshall he served as janitor, teacher, basketball coach, principal and superintendent. His senior boys' basketball team won the Arkansas State Championship, B Division in 1942. In 1949 his senior boys' basketball team reached the finals of the Arkansas State B Division, losing to Oden by six points. Cecil finished his career in education at Green Forest, serving as principal at Green Forest Junior High School.
He was a veteran, serving in the U. S. Navy during World War II. He was a member of First United Methodist Church in Harrison.
Cecil married Edythe Sherrill in 1938. After Edythe's death, he married Viola Alexander in 1965. Viola also preceded Cecil in death. He was also preceded in death by his parents; his sister, Elsie Medley Mason; and his brother, Eldred Medley.
He was 94 when he passed away at at Hillcrest Home in Harrison,AR.
