He was born to parents James Latimer and Elizabeth A. Stephenson on October 10 or 11 1879 per his draft registration records. He married Blanche Janvier May 16, 1900 in Wilmington, New Castle County, Delaware. They had four children. After her death in 1908 he married Florence Hedley about 1920, they had no children. His occupation was pipe fitter forman.

St. Joseph confirms his burial there, in 143A, he has no marker.
