Lucy was born to Andrew and Jane "Jennie" (Berton) Konitzer. She was the seventh out of sixteen children born to Andrew and Jennie.
Lucy married Norman W. Birr, son of John H. Birr and Anna Schlorf, on October 23, 1928 in Oconto Falls, Wisconsin. Together they had five children all born in Green Bay, Wisconsin.
Norman's brother Leonard married Lucy's sister, Eva.
