Ray is the 4th great grandson of William Sumpter and Judith Randall and the youngest child of Elijah Thomas Kellams and Leona Alice Seay. He is the brother of Eva V Kellams Dunn and George (Grover) S Kellams.

He married Mary Lee Fisher and they had 2 daughters.

Ray served as a Private 1st Class in the US Army Air Corps from 21 Nov 1939 to 24 Mar 1946. He served in the Southwest Pacific Theatre in the Philippine Islands and was taken prisoner by Japan on 07 May 1942. He was held in the Tokyo Bay area at the Shinjuku POW Camp until liberated on 21 Nov 1945.

Ray also served in the US Air Force from 01 Feb 1955 to 30 Jun 1968.

He and his wife, Mary, are buried at Arlington National Cemetery in Virginia.
