Carol was born in Ida Grove, Iowa, and attended public schools in Ida Grove and Des Moines, Iowa. The family moved to Washington, D.C. when he was elected to the Senate in 1968, and Carol was employed at a hospital in Washington.
For the last 2 years she was employed by the Fellowship Foundation with which Hughes had been associated since retiring from the Senate.
Survivors include his parents, 2 sisters, Phyllis at home, and Connie Otto of Vienna, Virginia; the grandmothers, Etta Hughes of Fort Dodge, Iowa; and Iris Schnoor of Ida Grove, Iowa.
