Son of Charles Sanford Howard and Mary "Ann" (Woodman) Howard. He married Ellen Agnes Gilleland on 18 June 1899 in Greene County, Illinois.

Hal Howard was in the coal and feed business when in Greenfield, until the advent of automobiles. He had a cider press, and made cider every Fall for years for numerous farmers, and a hay baling outfit which baled hay for farmers throughout this area. He served a couple of terms as City Clerk early in this century. Hal died in Alton, Feb. 13, 1959. Ellen Agnes died March 13, 1962.

Their children were: Guy Francis Howard; Eula Agnes Howard; Florence Ellen Howard; Mildred Anne Howard; and Charles Thomas Howard.
