Lucy Virginia Phipps was born May 7, 1908 in Kaseyville, Missouri to James Irvin Phipps and Sallie Anjaletta (Ratliff) Phipps. Her siblings were: Geneva Lee Phipps, William Wallace Phipps, Nannie Lorraine Phipps, Benjamin Sherron Phipps and Mary Naomi Phipps. Virginia graduated from Plainview High School, Wayland College, and attended Texas Technological College in Lubbock. She was a teacher in Spring Lake, Texas prior to her marriage. On February 18, 1933 she married B. D. Hill in Plainview, Texas. They were the parents of one daughter, Waneva Kay Hill. When Virginia was 31 years old she became crippled with rheumatoid arthritis and spent 27 years in a wheelchair. She was very talented and did beautiful oil paintings and needlework. She died May 26, 1984 in Coeur d'Alene, Idaho. Funeral services were held at Yates Funeral Home in Coeur d'Alene.

Virginia Hill was my precious mother. She suffered so much with the pain of arthritis, but was an inspiration to many people. I loved her so much and miss her every day.
