He was born Thomas Jefferson Ground, the son of Robert Letcher Ground and Elizabeth Goodnight. He was born 20 June 1843 at Three Forks, Warren County, Kentucky and died between 1909 and 1910 in Las Vegas, San Miguel County, New Mexico. Before moving to New Mexico in October 1892, Jeff lived with his family in Ceder Hill, Texas. He married the neighbor's daughter, Eliza Jane Jones on 24 March 1870 in Dallas, Texas. In Ceder Hill, Jeff and his wife became great friends with the Barkers who later moved to Oklahoma and then New Mexico because of the wife's asthma. Jeff and his family followed and ended up living by the Barkers in New Mexico. Jeff was into the general merchandise business. After Jeff died, he was buried in the Barker cemetery so his friends could be with him forever, but his family had to move his wife to the Terrell State Mental Hospital in Terrell, Kaufman County, Texas due to her failing mental capacity. She died the following year.
