Fuller was a Captain in the United States Marine Corps who was killed in World War I in action at Belleau Wood, France. Fuller graduated from the United States Naval Academy in 1916. He was awarded the Navy Cross as well as the Distinguished Service Cross. Fuller was the son of General Ben Hebard Fuller. The Destroyer U.S.S. Fuller was named in his honor.
