She was born July 6, 1921 to Omar and Eva (Grace) Frazier in Murphysboro.
Velma married Guy Caplinger on October 11, 1942. Together they shared 54 years of married. He preceded her in death in June, 1996.
She was retired from Southern Illinois University, Touch of Nature Department where she had worked for nearly 20 years as a secretary.
She was a member of Grand Avenue Christian Church in Carbondale. She square danced for over 40 years with the Hi Neighbor Square Dancing Club which included clogging, line and round dancing. After her husband passed she went on many tours that traveled all over with the Old National Bank and SIH Second Act.
Velma enjoyed decorating her home inside and out for every holiday. She loved being with people whether playing dominoes, going to the movies, concerts, plays, shopping or going out for lunch. She had many friends that spanned over a long period of time.
She is survived by her daughter, Cheryl Cochran and son-in-law, Bill Cochran of Carbondale; grandson, Keith Phemister and great-grandson, Tristian Phemister of Sacramento, CA; a twin sister, Thelma Klunk of St Louis, MO; nieces, nephews, cousins and many friends.
She was preceded in death by her parents, a sister, a half-sister and her husband.
