Milburn served as a Second Lieutenant & Navigator on B-17G "The Sweetest One" #42-37821, 410th Bomber Squadron, 94th Bomber Group, U.S. Army Air Force during World War II.

He resided in Washington prior to the war.

Milburn was "Killed In Action" when his B-17 was involved in a mid-air collision with a German FW 109 aircraft which flew straight into the B-17 striking between the fuselage and the #2 engine causing the B-17 to crash in Chevry-Cossigny, seven miles North of Melun, France during the war.

He was awarded the Air Medal and the Purple Heart.
