Garland was born in Farrar, Texas, and graduated from Riesel High School. He served in the U.S. Navy during World War II, owned and operated Franklin Plumbing in Waco, worked in the dairy business at Watt, Texas, and volunteered with the Texas Baptist Men's Association. He was a 60 year Mason with the Prairie Hill Masonic Lodge #741.
Garland was preceded in death by his wife, Marie Franklin, in 2007; his son, Ronnie Franklin; his granddaughter, Tanya Pattison; one brother; and five sisters.
Survivors include his daughter, Brenda Haak and husband, Bob, of Oregon; son, Sidney Franklin, of Riesel; grandchildren, Elizabeth Shockley, Kimberly Harwell, Drusilla Carpenter and Lirenda Haak; great-grandchildren, Kacie, Bailey, Brooke, Samuel, Matthew and Kershia; and several nieces and nephews.
