Norma was born April 23, 1925, in Gettysburg to the late Grover and Mary Frances (Wade) Kelley. She graduated in 1944 from Palestine High School. She was a homemaker and was previously employed by Andy's Garden Center and Getner's Greenhouses in Piqua. She enjoyed gardening, working in her flower beds and being a grandma. She was a member of the Old German Baptist Brethren Church, Covington District, Covington.

She was preceded in death by her parents, first husband, Paul R. Flora in 1991, daughter, Naomi Graham in 2000, sisters, Margaret Aten, Pauline Winmiller, Marcella Sink, brothers, Donald Kelley, Eldean Kelley, John Kelley and Eugene Kelley.
Funeral services to celebrate her life will be held at 9 a.m. Thursday in the Old German Baptist Brethren Church, Covington, with the Home Brethren officiating. Interment will take place in the Miami Memorial Park Cemetery, Covington.
Calling hours will be held from 3-5 p.m. and 6-8 p.m. on Wednesday in the Pearson-Jackson Funeral Home, 10 South High St., Covington.
