United States Army General. He graduated from San Antonio's Trinity University in 1915 and moved to Louisiana. He enlisted in the National Guard in 1916 and took part in the Pancho Villa Expedition. Fleming received his Second Lieutenant's commission in 1917 and served in France with the 141st Field Artillery Regiment during World War I, rising to Captain and commander of Battery D. He graduated from the Command and General Staff College in 1925 and the Army War College in 1928. In 1928 he was appointed Louisiana's Adjutant General as a Brigadier General, and he served until 1948. From 1940 to 1946 he also commanded the 55th Cavalry Brigade, and from 1940 to 1947 he was Louisiana's World War II Director of Selective Service. In 1946 he became commander of the 39th Infantry Division, and he was promoted to Major General in 1947. In 1947 he was appointed Chief of the National Guard Bureau's Army Division. Fleming served as National Guard Bureau Chief from 1950 to 1953. From 1952 to 1956 and 1960 to 1964 he served again as Louisiana's Adjutant General. Fleming's awards included the Distinguished Service Medal and Legion of Merit.
